# Governance

**Rights**: The Swarm Network is governed by its Members and the Swarm Council.

**Purpose of Governance Actions**: The will of the Swarm Network shall be prosecuted through the execution of Governance Actions.

**Members with special responsibilities:** The Members may decide, via Governance Action, to delegate certain governance-related functions to subgroups of Members (“Designated Members”) temporarily or permanently.
